What Locust actually runs on
Locust runs on residential growth along the Charlotte commuter fringe rather than on one large employer. The city reports permits for 1,106 new single-family homes, 234 apartment units and more than 100 commercial permits between 2013 and 2023, with the population rising from 4,543 to 5,854 in the three years to July 2023. Most of the businesses here serve that growth.

Locust straddles a county line, which means two rulebooks. Businesses on the Stanly side list with the Stanly County Tax Administration office at the courthouse in Albemarle; businesses on the Cabarrus side list with Cabarrus County Tax Administration in Concord. The two offices run differently and set their own extension deadlines, so the first question for a Locust business is which side of the line it sits on.
The county line through Locust is not a technicality. Cabarrus County's rate schedule lists the City of Locust alongside Concord, Kannapolis and Harrisburg, and at least one Locust subdivision on NC 24/27 East sits in Cabarrus. Two businesses a mile apart on the same street can answer to different tax offices.
North Carolina requires an annual business personal property listing with the county, generally during January. Counties set their own dates and extension rules each season, so confirm the current year with your county before you file.
